MEETING CALLED TO ORDER BY PRESIDENT RICHTER

THERE WERE 12 DEDICATED BASEBALL ENTHUSIASTS PRESENT

ROLL CALL SHOWED ALL MEMBERS PRESENT

MOTION BRENNAN, SECOND KREGER, CARRIED TO ACCEPT MINUTES FROM THE JANUARY MEETING

LEE KUHL, HUTCHINSON WAS PRESENT TO PROVIDE AN UPDATE FOR THE 2016 TOURNAMENT.

MOTION KREGER, SECOND FORSMAN, CARRIED TO ALLOW LEVI BRENIG TO PLAY FOR THE CHAMPLIN LOGATORS IN 2016 AND MUST SHOW PROOF OF LIVING AT THAT ADDRESS.

MOTION ROUFS, SECOND NAGEL, CARRIED TO ALLOW CHRISTOPHER DONEY’S REQUEST TO PLAY FOR THE ORTONVILLE ROX UNDER THE HERITAGE RULE FOR THE 2016 SEASON.

MOTION BARRY, SECOND FORSMAN, CARRIED TO APPROVE THE FOLLOWING TOURNAMENT SANCTIONS FOR THE 2016 SEASON:

-MORRIS EAGLES “MIKE JOHNSON MEMORIAL” TOURNAMENT JUNE 3-5TH

-HINCKLEY TOURNAMENT

-GREEN ISLE IRISH AND HAMBURG HAWKS TOURNAMENT  

-DUNDAS DUKES TOURNAMENT JUNE 10-12

MOTION ROUFS, SECOND KREGER, CARRIED TO ALLOW THE HADLEY BUTTERMAKERS REQUEST TO PLAY IN THE BORDER BATTLE TOURNAMENT IN SIOUX FALLS, SD 6/3-6/5.

IT IS DULY NOTED THAT NICK BRUNING AND TAYLOR RIGNELL, HADLEY BUTTERMAKERS TO PLAY IN SOUTH DAKOTA AND HADLEY IN 2016.

MOTION NAGEL, SECOND BARRY, CARRIED TO ALLOW THE FOLLOWING TEAMS TO PLAY NON-MBA TEAMS FOR THE 2016 SEASON:

-GOPHER AND 1ST NITE LEAGUES TEAMS TO PLAY THE WELCOME OUTLAWS (OVER 31) AND THE SIOUX FALLS, SD TEAMS

-ISANTI REDBIRDS TO PLAY THE ST. CROIX BANDITS 5/11 & 6/18 AS WELL AS,  

 RIVER FALLS 7/10    

-EAST BETH BANDITS TO PLAY NEW RICHMOND 6/29

-CHAMPLIN LOGATORS TO PLAY RIVER FALLS 6/5

-HINCKLEY KNIGHTS TO PLAY SPOONER 4/30 & 5/12

-ST. LOUIS PARK TO PLAY NEW RICHMOND 5/1 (DOUBLEHEADER)

DAVE HINKEMEYER, COLD SPRING SPRINGERS REQUESTED TO PLAY THE CENTRAL RIDGE LEAGUE TEAMS TO HAVE MORE QUALIFYING REGULAR SEASON GAMES TO QUALIFY FOR PLAYOFFS. BOARD GRANTED UP TO FOUR GAMES TO SCHEDULE FOR QUALIFICATION PURPOSES

MOTION KREGER, SECOND FORSMAN CARRIED TO ALLOW THE PEARL LAKE LAKERS TO PLAY THEIR ANNUAL “OLD TIMERS” ON 6/25 (CURRENT ROSTER VS. FORMER PLAYERS)

MOTION ROUFS, SECOND LEMKE CARRIED TO APPROVE THE REGION 14C FORMAT PROPOSAL

MOTION BRENNAN, SECOND LEMKE CARRIED TO APPOINT TONY KIMINSKI AS THE NEW SECTION 5 COMMISSIONER FOR 2016.  ALSO AS A RESULT OF ST. FRANCIS MOVING TO THE CENTRAL RIDGE LEAGUE, THE SECTIONS WILL ALIGN AS FOLLOWS: SECTION 2 WILL CONSIST OF COON RAPIDS, ISANTI, FOREST LAKE EAST BETHEL AND ANDOVER.  SECTION 5 WILL CONSIST OF BLAINE, CHAMPLIN, BROOKLYN PARK AND ANOKA AND SECTION 8 WILL HAVE EIGHT TEAMS WITH THE ADDITION OF ST. FRANCIS

THE BOARD WISHES TO THANK DAN POWELL FOR HIS PAST CONTRIBUTIONS OF ACTING AS SECTION 5 COMMISSIONER

OLD BUSINESS

NEW BUSINESS

MARK FORSMAN, JOE KREGER AND JAMES HOWELL PRESENTED TO THE MBA BOARD AN INITIAL PROPOSAL OUTLINING ESTABLISHING CRITERIA TO DIFERRENTIATE THE DIFFERENCE BETWEEN CLASS B AND CLASS C TEAMS.  SOME OF THE CIRITERIA INCLUDED POPULATION, THE NUMBER OF COLLEGE PLAYERS ON THE TEAM (D1, D2, D3) WEIGHTED BY AGE (OVER AND UNDER 29), LENGTH OF TIME A PLAYER HAS PLAYED WITH TEAM, WHETHER THEY USE THEIR CITY OR SCHOOL DISTRICT FOR THEIR PLAYER POOL AND LASTLY, STATE TOURNAMENT PARTICIPATION AND SUCCESS IN THE TOURNAMENT.  THE MBA BOARD THANKED THEM FOR THEIR HARD WORK AND WILL CONTINUE TO DISCUSS, REFINE AND POSSIBLY ADD MORE TO THE CRITERIA LIST.  THE GOAL IS TO HAVE SOMETHING IN PLACE TO PRESENT AT THE ANNUAL MEETING IN OCTOBER

MEETING CALLED TO ORDER BY PRESIDENT RICHTER AT 1:00 PM

ROLL CALL SHOWED ALL DIRECTORS PRESENT

THERE WERE 32 LEAGUE OFFICERS AND OTHERS IN ATTENDANCE

MARK FORSMAN REVIEWED THE DETAILS OF THE RULE CHANGES FOR THE 2016 SEASON.  MOTION KREGER, SECONDED BARRY, CARRIED TO ACCEPT HE 2016 MBA RULE CHANGES

RULE BOOKS AND SUPPLIES WERE DISTRIBUTED TO LEAGUES/LEAGUE OFFICERS.  SECRETARY HARTMANN THEN REVIEWED THE DETAILS OF THE PROCESS FOR LEAGUES AND INDIVIDUAL TEAMS.  ONLINE REGISTRATION WILL BE THE SAME AS THE PAST THREE YEARS.  ALL TEAMS WILL AGAIN BE REQUIRED TO INPUT THEIR ROSTERS FOR 2016 BY FILLING IN ALL PLAYER DATA, AS WELL AS, EACH RESPECTIVE SCHEDULE.

MARK FORSMAN PRESENTED AN “INITIAL” PROPOSAL REGARDING ESTABLISHING CRITERIA FOR CLASS B AND CLASS C TEAMS.  THERE WAS A LENGTHY DISCUSSION AND QUESTIONS REGARDING THE INFORMATION PRESENTED.  IT WAS NOTED THAT THE MBA BOARD WILL BE REVIEWING AND WORKING ON ENHANCEMENTS TO HAVE A PROPOSAL TO PRESENT BY THE ANNUAL MEETING IN OCTOBER, 2016

MOTION ROUFS, SECOND NAGEL CARRIED TO APPROVE A NEW TEAM FROM ELK RIVER TO PLAY AN INDEPENDENT SCHEDULE FOR 2016

TODD MUELLER PRESENTED HIS BOOK ON MINNESOTA AMATEUR BASEBALL PARKS

WITH NO FURTHER BUSINESS MOTION NAGEL SECOND BRIAN LARSEN, CARRIED TO ADJOURN AT 2:40 PM,

LEAGUE REGISTRATION AND DUES ARE DUE BY APRIL 1ST.  MAKE SURE THAT YOU COMPLETE ALL THE INFORMATION ONLINE.  ALSO HAVE TEAMS SIGN THEIR ACKNOWLEDGEMENT OF THE CONTSTITUTION AND BY-LAWS FORMS.

NEXT MEETING OF THE MBA WILL TAKE PLACE ON SATURDAY, APRIL 16, 2016 AT THE EAST SIDE VFW IN ST. CLOUD AT 10:00 AM.  WE WILL BREAK FOR LUNCH AT 11:00 AM.  ALL COMMISSIONERS ARE INVITED. 

WE WILL CONTINUE OUR MEETING AFTER LUNCH TO SET UP REGIONS.  MATERIALS WILL BE HANDED OUT FOR EACH REGION AND SECTION.  WE URGE ALL COMMISSIONERS TO ATTEND.  IF YOU CANNOT MAKE THE MEETING, PLEASE SEND SOMEONE IN YOUR PLACE.

THE MBA BOARD OF DIRECTORS WILL HAVE A WORKSHOP ON FRIDAY, APRIL 15TH AT 7:00 PM AT THE KELLY INN IN ST. CLOUD.
