Jan 7 2017 Meeting Minutes





Meeting called to order by President Richter at 1:00 PM

Roll call showed all Directors present.

Motion Brennan, second Lemke, carried, to approve the minutes of the previous meeting with changes regarding East Bethel and Albertville with the requirement to sign new players from within their school district.

There were 10 dedicated baseball people in attendance.

Motion Kreger, seconded Nagel, carried to approve the Elrosa Saints tournament June 16-18 and the Mike Johnson Memorial tournament held in Morris on June 2-4.

Motion Kreger, seconded Barry, carried to approve the Rawlings Baseball proposal to utilize the FSRMBA baseball (which replaces the Rawllings R100 baseball) for post season play for the next three Class B & C state tournaments; 2017, 2018 and 2019.

Motion Barry, seconded Nagel, carried to approve the reclassification of Hamel to Class A.

Motion Roufs, seconded Forsman, carried to approve the State Tournament formats for Class C – same as 2016 (48 team single elimination) and Class B with 4 Section (16 team single/8 team double elimination with MBA Board to do the seeding for the tournament).

The Section Commissioners for the 2017 season will be as follows:

Section 1 – Dan Plein

Section 2 – Dave Hinkemeyer/Kelly Mcmonigle

Section 3 – John Breimhorst

Section 4 – Adam Gallatin

Motion Kreger, seconded Lemke, carried to Finalize Rule Changes for the 2017 MBA Handbook.  The Rule changes are as follows:

Page 17, Article 13 – Illegal Participation C

Players that go to a wood bat, college, or summer league will also be allowed to play with their MBA team.  The player must play in 4 league games in order to qualify for post season play.  If the player has a history with the team he does not need to satisfy the 4 league game rule.

B.  All MBA teams will use wood or composite bats. (Exception) – If you play a Non MBA team out of state, you can use any bat you like.  However, if you play a Non MBA team in the state of Minnesota, both teams must use wood bats.  The following composite bat suppliers may be used in the MBA; Baum Bat LLC – Wood composite bat (AAA-pro) and DeMarini (Wilson) Wood composite bat with a maple veneer (WCB 110, WCB 243 andWCB 271) Effective 2018 season.

C.  All Regional and Sectional tournament formats and a copy of the meeting minutes must be submitted to the MBA Secretary by June 7th.  The completion date of the tournaments shall be the Sunday preceding the start of state tournament play.  No games are to be started after 2:00 PM. Draftees need to be selected and submitted to the MBA Secretary within one hour of completion of regional/sectional tournament.  Failure to comply, the Penalty will be lost game shares from the State Tournament for those teams that do not comply.

Page 30 Article 14 – In opening round, teams with the highest seed will be home team and assigned the first base dugout.  Thereafter, all games will be pre-assigned for home and visitor on the state bracket.  Home team will always have the first base dugout assigned.  There will be NO exceptions made.

Page 31 Article 22 – The Pro-Slide rule will be used at 1st, 2nd, 3rd base, and at home plate and will be effective for the 2017 season.  There will be no exception to this rule.

It is duly noted that Tim Beier and Brian Bovey were present to discuss options regarding the Region 15C setup.

The Town Ball Classic which is held at Target Field will be played on Saturday, June 3rd (these 3 games featuring Green Isle vs. Hanska in Game 1, Austin Greyhounds vs. Cold Spring Springers in Game 2 and the Minnetonka Millers vs. Stockmen’s Irish in Game 3) These games were rain out in June 2016 and are reschedule for Saturday, June 3rd.

The 2017 Town Ball Classic will take place on Saturday, June 24th at Target Field. The teams and time will be announced in the near future.

It is duly noted that Jerry Raddatz, submitted a very nice complimentary letter to the Minnesota Baseball Association and highlighted his 60 year affiliation to Minnesota Baseball.  He also included a check for $1,000 donation to the MBA.

Brian Dolan, a consultant hired by the MBA Board to assist in developing systems and the overall operating systems for setting up criteria for Class B & C was present and gave an update on the status of gathering data.  It was determined that the program will be ready to have managers of all Class B and Class teams update and resubmit all player information for each of their respective teams starting the week of January 15th.  Managers will be required to submit this information during the two week period ending January 31, 2017.  Thank you in advance for your assistance and cooperation.

Next meetings of the MBA will be February 18th at 11:00 AM and Sunday, February 19th at 1:00 pm.  Sunday will be the meeting with league officers.
