MEETING MINUTES 2/21/2015 

EASTSIDE VFW – ST. CLOUD, MN

TIME – 11:00 AM

MEETING CALLED TO ORDER BY PRESIDENT RICHTER

THERE WERE 16 DEDICATED BASEBALL ENTHUSIASTS PRESENT

ROLL CALL SHOWED ALL MEMBERS PRESENT EXCEPT MIKE NAGEL

MOTION BRENNAN, SECOND ZELLMANN, CARRIED TO ACCEPT MINUTES FROM THE JANUARY MEETING

BRUCE GEISLINGER, WATKINS WAS PRESENT TO PROVIDE AN UPDATE FOR THE 2015 TOURNAMENT.

MOTION FORSMAN, SECOND KREGER, CARRIED TO REINSTATE THE PERHAM PIRATES FOR THE 2015 SEASON.

MOTION BARRY, SECOND ROUFS, CARRIED TO REINSTATE ERIC HENDRICKX, PERHAM PIRATES FOR THE 2015 SEASON.

MOTION KREGER, SECOND ZELLMANN, CARRIED TO REINSTATE THE PIERZ BULLDOGS FOR THE 2015 SEASON.

JON DUHAMEL, HOPKINS BASEBALL COACH WAS PRESENT TO REQUEST THAT TWO HIGH SCHOOL PLAYERS FROM HOPKINS BE ALLOWED TO PLAY WITH HAMEL WHILE RESIDING INSIDE THE 494 LOOP.  AFTER MUCH DISCUSSION, MOTION HARTMANN, SECOND BARRY CARRIED 7-1 (FORSMAN VOTING NO) TO ALLOW ROBERT DWORSKY AND JOSH DUHAMEL TO PLAY WITH HAMEL FOR THE 2015 SEASON.

MOTION ROUFS, SECOND ZELLMANN, CARRIED TO ALLOW CHAD WIESNER, ROCHESTER ROYALS TO PLAY FOR AUSTIN GREYHOUNDS IN 2015.

DAN LYNCH, SAUK RAPIDS WAS PRESENT TO DISCUSS THE TRANSITION OF THE SAUK RAPIDS CYCLONES PROGRAM TO UTILIZE LOCAL HIGH SCHOOL PLAYERS AND FOR THE MBA BOARD TO CONSIDER THE POSSIBILITY OF PETITIONING TO CLASS C FOR THE 2016 SEASON. 

MOTION ROUFS, SECOND ZELLMANN, CARRIED TO ALLOW RYAN HENKE’S REQUEST TO RETURN TO PLAY FOR GREEN ISE UNDER THE HERITAGE RULE FOR THE 2015 SEASON.

MOTION FORSMAN, SECOND BRENNAN, CARRIED TO ALLOW BRADY BANSE’S REQUEST TO PLAY FOR THE FOREST LAKE BREWERS UNDER THE HERITAGE RULE FOR THE 2015 SEASON.

MOTION ZELLMANN, SECOND BARRY, CARRIED TO APPROVE THE NORTHSTAR LEAGUES’S REQUEST TO BE A 15 MILE RADIUS LEAGUE.

IT IS DULY NOTED THAT ST. MICHAEL WILL REMAIN IN THE NORTHSTAR LEAGUE AND WILL PLAY EXHIBITION GAMES AGAINST SOME OF THE NORTHSTAR TEAMS WITH THE UNDERSTANDING THAT THESE GAMES WILL NOT COUNT TOWARDS PLAYOFF ELIGIBILITY.  THEY WILL BE PLAYING THE CENTRAL RIDGE TEAMS (SECTION 8) FOR PLAYOFF ELIGIBILITY.

MOTION FORSMAN, SECOND KREGER, CARRIED TO APPROVE THE NORTHWEST BORDER’S REQUEST FOR A RADIUS EXTENSION OF 45 MILES.

IT IS DULY NOTED THAT THE WEST CENTRAL LEAGUE IS CHANGING ITS NAME TO ARROWHEAD WEST.

OLD BUSINESS 

MIKE STICHA, NEW PRAGUE PROVIDED AN UPDATE TO THE BOARD REGARDING A PROPOSAL FOR THE CITY OF NEW PRAGUE TO UPGRADE THE EXISTING FACILITIES.  HE ALSO REQUESTED ATTENDANCE OF ANY MBA BOARD MEMBERS TO BE PRESENT AT THE MARCH 22ND CITY COUNCIL MEETING.  REQUEST IS FOR THE CITY OF NEW PRAGUE TO COMMIT $940, 000 TOWARDS THESE PROJECTS.

NEW BUSINESS

DISCUSSED THE MINNESOTA STATE HIGH SCHOOL LEAGUE’S ADOPTION OF THE NEW DH RULE, JOHN GERADS WAS ON HAND TO SHARE SOME INSIGHT ON THE NEW RULE FROM AN UMPIRES’S PERSPECTIVE

MEETING CALLED TO ORDER BY PRESIDENT RICHTER

THERE WERE 34 DEDICATED PEOPLE IN ATTENDANCE WITH 28 CLASS B TEAMS REPRESENTED

ROLL CALL SHOWED ALL MEMBERS PRESENT EXCEPT MIKE NAGEL

THE MBA BOARD REQUESTED ALL CLASS B TEAMS SEND THEIR MANAGER OR TEAM REPRESENTATIVE TO ATTEND A SPECIAL MEETING TO DISCUSS THE STATE TOURNAMENT FORMAT AND ANY OTHER TOPICS THAT THE TEAMS WISHED TO DISCUSS.  TWENTY EIGHT OF THE FORTY SIX CLASS B TEAMS WERE REPRESENTED AT THE MEETING.  THERE WERE NUMEROUS COMMENTS REGARDING FORMAT, UTILIZING THE THIRD SITE, PLAYING 2 VS 3 WEEKENDS, SUPER SECTION, AS WELL AS, PLAYING ON THURSDAY NIGHTS DURING THE TOURNAMENT.  AFTER LENGTHY DISCUSSIONS AND COMPARING PERSPECTIVES OVER APPROXIMATELY ONE AND ONE HALF HOURS, A VOTE WAS CALLED BY PRESIDENT RICHTER GIVING THE VOTING MEMBERS THREE OPTIONS:

8- TEAM DOUBLE ELIMINATION

16-TEAM SINGLE ELIMINATION

16-TEAM WITH DOUBLE ELIMINATION AFTER THE FIRST ROUND

THE VOTE WAS CLEARLY STATED AS 27 OUT OF 28 VOTES WERE TO HAVE A 16-TEAM FIELD WITH A DOUBLE ELIMINATION AFTER THE FIRST ROUND.  THE ONLY OTHER VOTE WAS FOR A 16 TEAM DOUBLE ELIMINATION FORMAT.

THE TOURNAMENT SCHEDULE WILL BE WORKED TO SET UP THE TOURNAMENTS FOR BOTH CLASS B AND CLASS C.  THE BOARD WILL LOOK TO FORMALIZE THE IMPLEMENTATION OF THIS FORMAT FOR THE 2015 TOURNAMENT AND WILL ANNOUNCE THIS AFTER THE APRIL BOARD MEETING.

DISCUSSED THE MINNESOTA STATE HIGH SCHOOL LEAGUE’S ADOPTION OF THE NEW DH RULE, JOHN GERADS WAS ON HAND TO SHARE SOME INSIGHT ON THE NEW RULE FROM AN UMPIRES’S PERSPECTIVE.

THE MBA BOARD WOULD LIKE TO THANK ALL OF THE CLASS B TEAMS THAT WERE PRESENT TO VOICE THEIR OPINIONS AND CONCERNS.

MEETING CALLED TO ORDER BY PRESIDENT RICHTER AT 1:00 PM

ROLL CALL SHOWED ALL DIRECTORS PRESENT WITH THE EXCEPTION OF MIKE BARRY

THERE WERE 28 LEAGUE OFFICERS AND OTHERS IN ATTENDANCE

MARK FORSMAN REVIEWED THE DETAILS OF THE RULE CHANGES FOR THE 2015 SEASON.  MOTION HERB KOCH, SECONDED JIM ZELLMANN, CARRIED TO ACCEPT HE 2015 MBA RULE CHANGES

STEVE LOOS OF DAVINCI SOFTWARE WEBMASTER PRESENTED SOME OF THE NEW COMPONENTS AND ENHANCEMENTS TO THE MBA WEBSITE AND SCOREMONSTER.  MOTION ROUFS SECOND NAGEL TO ACCEPT A TWO YEAR AGREEMENT FOR SCOREMONSTER TO MANAGE THE MBA WEBSITE FOR 2015 AND 2016 AT A COST OF $2,000/ YEAR.

RULE BOOKS AND SUPPLIES WERE DISTRIBUTED TO LEAGUES/LEAGUE OFFICERS.  SECRETARY HARTMANN THEN REVIEWED THE DETAILS OF THE PROCESS FOR LEAGUES AND INDIVIDUAL TEAMS.  ONLINE REGISTRATION WILL BE THE SAME AS THE PAST TWO YEARS.  ALL TEAMS WILL AGAIN BE REQUIRED TO INPUT THEIR ROSTERS FOR 2015 BY FILLING IN ALL PLAYER DATA, AS WELL AS, EACH RESPECTIVE SCHEDULE. 

THERE WAS SOME DISCUSSION REGARDING THE DH RULE AND UTLIZING THE NEW MSHSL RULE CHANGE REGARDING THE DESIGNATED HITTER.  AT THIS POINT THE MBA WILL CONTINUE TO USE THE DH RULE AS HAS BEEN ADMINISTERED IN THE PAST.

WITH NO FURTHER BUSINESS MOTION NAGEL SECOND BRIAN LARSEN, CARRIED TO ADJOURN AT 2:29 PM,

SUBSEQUENT DISCUSSION REGARDING HIRING A SUMMER INTERN TO WORK WITH THE MBA BOARD, COLD SPRING AND WATKINS THE HOST SITES FOR THE 2015 STATE TOURNAMENT TO PROMOTE AMATEUR BASEBALL FOR THE 2015 SEASON AND TOURNAMENTS.  MOTION HARTMANN, SECOND FORSMAN CARRIED, TO HIRE KYLE BUDDE FOR THE 2015 SEASON STARTING IN MAY, 2015. HIS COMPENSATION WILL BE $1500 SPLIT THREE WAYS WITH COLD SPRING, WATKINS AND THE MBA BOARD EACH PAYING $500.  THE MBA BOARD WILL ALSO ALLOCATE $500 FOR EXPENSES INCURRED DURING THE INTERN PROCESS.

LEAGUE REGISTRATION AND DUES ARE DUE BY APRIL 1ST.  MAKE SURE THAT YOU COMPLETE ALL THE INFORMATION ONLINE.  ALSO HAVE TEAMS SIGN THEIR ACKNOWLEDGEMENT OF THE CONTSTITUTION AND BY-LAWS FORMS.

NEXT MEETING OF THE MBA WILL TAKE PLACE ON SATURDAY, APRIL 18, 2015 AT THE EAST SIDE VFW IN ST. CLOUD AT 10:00 AM.  WE WILL BREAK FOR LUNCH AT 11:00 AM.  ALL COMMISSIONERS ARE INVITED.  WE WILL CONTINUE OUR MEETING AFTER LUNCH TO SET UP REGIONS.  MATERIALS WILL BE HANDED OUT FOR EACH REGION AND SECTION.  WE URGE ALL COMMISSIONERS TO ATTEND.  IF YOU CANNOT MAKE THE MEETING, PLEASE SEND SOMEONE IN YOUR PLACE.

THE MBA BOARD OF DIRECTORS WILL HAVE A WORKSHOP ON FRIDAY, APRIL 17TH AT 7:00 PM AT THE KELLY INN IN ST. CLOUD.
