Feb. 16-17 Board meeting minutes

Meeting called to order by President Richter at 1:00 PM

Roll call showed all Directors present.

Motion Brennan, seconded Rademacher, carried, to approve the minutes of the previous meeting. 

There were 22 dedicated baseball people in attendance.

Tournament Chairpersons Steve Eilen and Jeff Janzen, Delano, were present to give an update for the 2013 State Tournament. They also indicated that TWINSFEST was a modest success and that even though attendance was down this year, that it is a good way to promote amateur baseball in Minnesota. Also the state tournament website is now live at www.mbastate2013.com

The Arrowhead League submitted that they will be adding teams; Twin Port North Stars and the Superior Lakers to their league for 2013.  These teams are both from Wisconsin and will not be eligible for post season play in Minnesota.

Andy Johnson from the Twin Rivers League informed the board that they have added Owatonna and Waseca to their league for 2013.  They also would like to request that they would have their own Region again this year.

Jeremy Kreidermacher representing St. Charles was present and indicated that their team would be moving to Lewiston, with their team name being Tri-County.  The board indicated that their roster would be grandfathered but players would need to sign new contracts and re-register for the 2013 season.  Motion Roufs, seconded Barry, carried to approve St. Charles moving their team to Lewiston with their roster grandfathered. 

Andre Lanue and Kevin Hoy representing Class A were present to discuss the rule change regarding the 494 boundaries in terms of teams signing players outside the Loop. There was much discussion regarding some of the potential issues with this rule change and it was agreed that Class A would be required to submit new contracts for any players signed outside the 494 Loop for 2013.  A subcommittee was formed to review and approve all contracts signed by players living outside the 494 Loop that wish to play Class A.  The MBA committee consists of Kreger, Barry and Hartmann.

Belle Plaine requested that Renner, South Dakato be approved to participate in the 2013 Tigertown Classic June 7-9.  Motion Kreger, seconded Forsman, carried to approve. 

Nathan Voll from the Roseau was present to request reinstatement for the 2013 season.  Motion Rademacher, seconded Forsman, carried, to approve Roseau for reinstatement for the 2013 season.

Keith Hanson representing the Ada A’s was present to discuss and review some of the issues that that MBA Board has had with Ada and their league.  The MBA board stated that there needed to be better communication within their league and region.

Pat Schneider of the newly created Sauk Valley League was present and submitted their league bylaws. 

Tournament sanction requests for the following tournaments were presented: Arlington/Gaylord 6/20-6/23, Jordan/Shakopee 7/12-7/14, Victoria 6/14/-6/16, Howard Lake Orphans 6/21-6/22, Green Isle/Hamburg 6/20-6/23, Lake Henry/St. Martin 5/31-6/2.  Motion to approve Zellmann, seconded Forsman, carried.

It was noted that the Sartell Stone Poney’s have been accepted into the Eastern Minny League.

It was duly noted that Rob Silvers from the Randolph Railcats was going to play with a team in Omaha this summer, as well as, Randolph.  He will be required to play 4 league games to be eligible for the MBA playoffs. 

It was duly noted that Nick Bruning from the Hadley Buttermakers will play for the Brandon Valley, South Dakota team this summer, as well as, Hadley.  He will be required to play 4 league games to be eligible for the MBA playoffs.

Hadley Buttermakers request permission to play in the Border Battle tournament in Sioux Falls, SD.  Motion Roufs, seconded Zellmann, carried to approve.

Dallas Jelmberg submitted his resignation as Section 8 Commissioner.  We would like to thank Dallas for his dedication to amateur baseball. 

Hastings requests permission to play River Falls 6/5 and Prescott 7/19

Pine Island requests permission to play Hager City 5/11 and Bay City 7/6

Blaine Fusion requests permission to play Spring Valley, Elmwood, St. Croix, Prescott, Spooner, New Richmond River Falls

East Bethel requests permission to play New Richmond and Osceola

Motion Barry, seconded Kreger, carried to approve.

St. Francis requested permission to play the Spooner Bandits 7/17 and Osceola Braves 7/20.  Motion Kreger, seconded Forsman, carried to approve. 

It was duly noted that the First Nite and Gopher Leagues request to maintain their regional format again this year.


Scheduling for the Class B and Class C State Tournaments was discussed and was noted that the scheduling committee would review home team selection and assure that teams  play at both sites.

Joe Kreger pointed out the Major League Rule change this year pertaining to the pitcher and faking to third base.  The pitcher cannot fake to first, third or home plate while on the rubber.  He can fake to second base.  This rule will be adopted and administered for the MBA 2013 season.

The DaVinci Group presented their website invoice for the 2013 calendar year for continuing to maintain the coordination of the MBA website.  Motion Forsman, seconded Brennan, carried to pay the $2,000.00 for their webmaster fees.

It is duly noted Tom Lacina, St. Peter is the new Section 6C Commissioner. 


It was duly noted that the Region 4C Commissioner is under review by the 13-60 and Cannon Valley Classic National Leagues.

With no further business, motion Rademacher, seconded Brennan, carried to adjourn at 4:50 pm.

League supplies and handbooks were distributed to all leagues in attendance.

Mark Forsman reviewed the details of the rule changes for the 2013 season. 

Secretary Hartmann then reviewed the details that all MBA teams will be required to submit their rosters via the team websites provided on the MBA website this year and going forward.  All rosters from the June 30the roster meeting, as well as, the playoff/state tournament rosters will be submitted electronically by each league secretary and regional/sectional commissioners.  Each team schedule will also be required to be posted on the MBA team website.  As discussed, this will not replace individual team websites that are currently in existence.  We would provide a link on the MBA team website to any existing team sites.  Attached is a step-by-step process to register at www.ScoreMonster.com  If teams do not register and input rosters and schedules, they will not be eligible for post-season play.


  1. Sign up for a free account at www.Scoremonster.com
  2. Send an email to the MBA Support team at support@mnbaseball.org requesting access to their MBA team.  No need to create a new team as all MBA teams are already setup.
  3. The MBA Support team will add the Team Rep’s account the their MBA team in Score Monster.  A Team Admin invitation email will then be sent to the Team Rep.
  4. Once the Team Rep accepts the invite email they should see their team under the Teams tab in Score Monster.
  5. Click the “Teams -> Manager” tab and they will see a “Roster” icon.  Clicking the roster icon will allow them to enter their team’s roster.
  6. As players become eligible and ineligible the Team Rep should change the player’s status.
  7. League Secretary’s should follow the same process as above to gain access to their leagues.
  8. Only active players will appear on the MBA website team rosters.
  9. Additional reports will also be available for League Secretary’s to help them manage rosters.

Motion Roufs, seconded Forsman, carried, to approve the Northstar League request for Class C teams to have a 15 mile radius for the 2013 season and the Northstar B team league to us the state radius of 30 miles.

It was duly noted that the NorthStar North League will use their Section 8 seeding games with Big Lake, Hamel, Champlin and Anoka toward player playoff eligibility. 

Motion Rademacher, seconded Forsman, carried, to approve the Stearns County Player Eligibility: (addition/exception to the MBA by-laws Article 3): A new player’s place of residency may not exceed 6 miles from the chosen team’s ballpark fair territory.  Residency is your 911 physical address and any land that is directly connected to that address.  Roads are not barriers.  Diagonal land is considered adjoining land and eligible.  Land owned, but unattached to the 911 physical address is ineligible.  A team may have 2 players on their roster who reside over 6 miles, but no more than 10 miles from the team’s ballpark fair territory.  If such player moves within 6 mile radius or is released, a new 6-10 mile player may be added.  A player moving within 6 miles will have to meet the MBA residency requirement by establishing their residence before March 15 of the give year.  A team may also have an unlimited number of “heritage” players who must reside within the MBA mileage limit.  “Heritage” players are defined as players whose parent or legal guardian had been a league playoff eligible approved member of that team under the 6 mile radius rule.  Children of “heritage” players are not eligible to play the same season that the player established eligibility.  A property tax or rental check to prove residency is required of all new players (except high school and college students) who wish to join a team.  All league decisions concerning player eligibility are final.  If, however, a team does appeal to the State Board, the team shall pay $25 per appealed player to the Stearns County League.

Next meeting of the MBA will be Saturday, April 13, 2013 at the Eastside VFW, St. Cloud MN at 10:00 AM.  We will break for lunch at 11:00 AM.  All Commissioners are invited.  We will continue our meeting after lunch to set up Regions and Sections.  Materials will be handed out for your Region and Section.  We urge all Commissioners to attend.  If you cannot make the meeting please send someone is your place.  Commissioners please return your meeting card by April 5th.

League registration and dues are due by April 1st.  Make sure that you complete all the information on the registration cards and have all teams sign their acknowledgement of the constitution and by-laws.
